  18. The problem is not that "the guy" is violating the guidelines, but that
  19. whoever is selling you the intermediate engine is violating the law.  The
  20. CD is not an authorized agent of the Association without a sanction, and
  21. therefore cannot authorize you to purchase these engines legally.
