- Well I don't know the whole history, but since you have an historical
- question, and I like to post this tidbit often:

- In the early days of of the horseless cairage/automobile, some states
- required that a person bearing a red flag walk some distance in front of
- the vehicle to warn pedestrians/equestrians that it was coming.

- To pass the flag bearer would be a violation, and therefor could be
- considered the earliest recognized form of a speed law violation.
