- Yes it is illegal. There are laws which explicitly prohibit such scams.

- The basic problem is that you must fraudulently mis-represent the potential
- benefits of any such scheme. Especially in the later stages of any plan,
- the largest portion of the money is distributed to the people at the top,
- with the possible benefit to those at the bottem being miniscule. Since
- the entire program is to convince new folks that they can get on the gravy
- train even if it left long time ago, you _must_ mis-represent the possiblity
- of attracting even even more people so that you can sucker (er, enroll) the
- person you are talking to. (Incidentally, "later stages" comes very
- soon in these schemes.)
