  13. The last two summers, my girl friend (now fiancee) and I have rented a
  14. car on vacation and the rental agency (Avis in this case) imposed a
  15. $10 charge for the additional driver, as we were neither married nor
  16. business associates. I've checked with other agencies, and this
  17. appears to be the standard practice. I could understand it if they
  18. imposed the charge across the board, but the fact that they don't
  19. charge for business associates or spouses seems like a case of
  20. discrimination.

  22. So, why do they charge more for a second driver? What are 
  23. the implications of not paying the fee?

  25. We both have insurance that covers rental cars and we waive all of the
  26. insurance sold by the rental agency.
