  15. It is a nightmare to adminstrate such a refund.  It probably costs more
  16. to verify the records.  Why didn't the judge tell the airlines to
  17. reduce the price for all current flights (like power companies do) or
  18. just send the overcharge to Uncle Sam to reduce the national debt?
