  30. The following letter to Senator Ford (D-KY) and Representative
  31. Rose (D-NC) asks for public access to the House and Senate LEGIS
  32. systems.  LEGIS provides online access to the full text of bills
  33. before congress, as well as other items.  Access is now
  34. restricted to members of congress and their staff.  (except for
  35. limited walk-in service).

  37. If you want to join us in asking for remote online access to this
  38. important taxpayer funded information system, please provide us
  39. with the following information, along with permission to add your
  40. name to the letter.

  87. This letter is to request that the public be granted access to the
  88. Legislative Information Systems operated by the United States Senate and
  89. House of Representatives.  These taxpayer financed information systems
  90. provide online access to information of immense interest to millions of
  91. citizens.  (For purposes of this letter the two systems will be referred
  92. to simply as LEGIS).

  94. Examples of the information contained in LEGIS are:
  95.  
  96. -       Summary information about the content and status of all
  97.         Senate and House bills, resolutions, floor amendments,
  98.         public and private laws
  99.  
  100. -       Full text of the latest versions of Senate and House bills
  101.  
  102. -       Summary information on all Presidential nominations
  103.         requiring Senate confirmation
  104.  
  105. -       Summary information on treaties submitted to the Senate for
  106.         ratification
  107.  
  108. -       Summary information on communications from the executive
  109.         branch and state and local governments on matters before the
  110.         Congress
  111.  
  112. Our specific recommendations are as follows:

  115. 1.      CITIZENS SHOULD BE ABLE TO SEARCH LEGIS ONLINE FROM REMOTE
  116.         LOCATIONS.
  117.  
  118. While the public pays for the operation of LEGIS we have never
  119. been allowed access, except for limited walk-in access in
  120. Congressional reading rooms.  This policy should change.  In a
  121. period when Congress is seeking to reform itself, it is
  122. appropriate to extend access to these valuable information
  123. systems beyond the members and staff of congress, to the citizens
  124. whom they serve.

  127. 2.      PUBLIC ACCESS TO LEGIS SHOULD BE MODELED ON THE PROPOSED GPO
  128.         GATEWAY TO GOVERNMENT/WINDO LEGISLATION.
  129.  
  130. As sponsors of S. 2813, the GPO Gateway to Government, and H.R.
  131. 2772, the GPO Wide Information Network for Data Online (WINDO),
  132. you have worked hard to expand public access to federal
  133. databases.  Should the Gateway/WINDO become law, LEGIS should be
  134. among its initial core databases.  In any event, the approach
  135. taken in these two bills is appropriate for LEGIS.
  136.  
  137. -       The public should have the right to subscribe to online
  138.         access to LEGIS from remote locations.  For most
  139.         subscribers, the cost of the subscription should be based on
  140.         the incremental cost of providing such access.
  141.  
  142. -       LEGIS information should also be made available without
  143.         charge through the federal Depository Library Program.  As
  144.         you know, this important program, which began in the middle
  145.         of the 19th century, is designed to promote universal access
  146.         to federal government information.
  147.  
  148. 3.      CONGRESS SHOULD REGULARLY SOLICIT FEEDBACK FROM LEGIS USERS
  149.         TO DETERMINE IF THE SYSTEM CAN BE IMPROVED.
  150.  
  151. There are several areas where LEGIS could be improved.  For
  152. example, some citizens may ask that Congress provide more
  153. detailed information on voting, committee actions, or other
  154. congressional business.  Citizens should have opportunities to
  155. identify the types of information that would be useful in
  156. monitoring the actions of the Congress.
  157.  
  158. Your support for the Gateway/WINDO bills is deeply appreciated,
  159. as are your other efforts to broaden public access to databases
  160. and information systems that are financed by the taxpayer.
  161. Please inform us of the specific steps that you will take to
  162. broaden public access to LEGIS.  Thank you.
