  21. This is the Friends Committee on National Legislation,
  22. with updated legislative information.  To speak with a

  25. This message was prepared at 6 pm, July 24, 1992.  It
  26. contains information and action suggestions on the
  27. following subjects:  MILITARY THREATS AGAINST IRAQ,
  28. and THE CHILDREN'S INITIATIVE.
  29.  
  30. MILITARY THREATS AGAINST IRAQ.  International tensions
  31. are building, as the Iraqi government has not complied
  32. with UN demands for access to information about
  33. possible Iraqi nuclear technology.  Now the U.S.,
  34. France, and Britain are threatening military action
  35. against Iraq.  On July 22, White House spokesman
  36. Marlin Fitzwater stated that the "Iraqi regime must be
  37. held accountable for its defiance of the UN
  38. resolutions" and that the U.S. administration is "not
  39. ruling out any options, including the use of force."
  40.  
  41. Despite the Iraqi government's stubbornness, new
  42. military action by the U.S. and its allies is NOT the
  43. answer.  Saddam Hussein's continuing strength after
  44. the Gulf War, and the ongoing suffering of the Iraqi
  45. people, show only too clearly the uselessness of force
  46. to solve what are essentially political problems.  
  47.  
  48. ACTION.  Please call the White House comment desk at
  49. 202/ 456-1111.  The President must hear that U.S.
  50. citizens oppose the use of force against Iraq. 
  51. Explain that the Iraqi people have suffered enough.
  52. Any additional bombings will destroy lives and
  53. increase the suffering of people, most of whom have
  54. absolutely no say in their government's policies.  
  55.  
  56. Please ask your senators and representatives to
  57. prevent another war with Iraq.  It is particularly
  58. important to communicate with the chair of the House
  59. Foreign Affairs Committee, Representative Fascell FL,
  60. and the Senate Foreign Relations Committee, Senator
  61. Pell RI.  Urge Senator Pell and Representative Fascell
  62. to move their committees to invoke the War Powers Act
  63. which provides that the President CANNOT use force
  64. without the consent of Congress.  This BOTH a war-and-
  65. peace issue AND a constitutional balance-of-powers
  66. issue.  Members of Congress can be reached by calling
  67. the Capitol switchboard at 202/ 224-3121.

  69. CHILDREN'S INITIATIVE.  The "Children's Initiative,"
  70. H.R. 5600, is now expected to come to the House floor
  71. during the week of August 3.  This bill, introduced by
  72. Reps. Downey NY and Panetta CA, combines major parts
  73. of the Mickey Leland Childhood Hunger Relief Act and
  74. the Family Preservation Act.  It would make a few
  75. important changes in the food stamp program, to extend
  76. food stamp benefits to more families suffering from
  77. the effects of the recession.  About 80% of all food
  78. stamp benefits go to children.  The bill would also
  79. support more in-home services for children, promoting
  80. efforts to strengthen vulnerable families BEFORE the
  81. family disintegrates and the children need foster
  82. care.  The programs would be funded by a surtax on
  83. personal incomes that exceed one million dollars per
  84. year.

  86. ACTION:  Call your representative this week to urge
  87. support of H.R. 5600.
