  17. Unfortunately it doesn't. I expected the win3.1 API to do so, but it doesn't.

  27. I've written a shareware DLL that does this (and more). It's called "The INTL
  28. Package" and can be retrieved from cica as pub/pc/win3/misc/intl.zip
