- If you take "site" to be just the geographical location, obviously not. I
- had naively hoped you were able to take the mental leap and work out that
- when I spoke of sites, I was speaking of both the computer systems and the
- people who use them.

- Maybe at your site. Here, the users all vote on which "recreational" groups
- they'd like. Votes are tallied, and the newsgroups arranged by popularity.
- Groups are picked off the top of the resulting list until we hit a certain
- estimated volume. I then take the list and implement it as closely as
- possible, adding those groups which are considered to be work-related.

- choose not to get it. (Or rather, they choose to have a more worthwhile
- group instead.)

- Of course, you might protest that maybe a single user really wants a group
- but can't get it because nobody else wants it. In fact, that's not the way
- things work; it's weighted so that if I really, desperately wanted
- alt.sex.hamster.duct-tape, I could put all my votes down for that newsgroup,
- and it would go to the top of the list.

- Not really. If you ask around hard enough, it's possible to find someone
- who's willing to mail you alt groups. Unless your system administrator
- restricts your mail access or screens your incoming mail, it's always
- possible to get any alt group.
