  15. The IEEE Technical Committee on Operating Systems and Application
  16. Environments is pleased to announce the electronic publication of its
  17. news letter.  We hope that this will make TCOS accessible to a wider
  18. audience and will interest more researchers and practitioners in its
  19. activities.
  20.  
  21. Our plan to to publish "regular issues" approximately quarterly.  These
  22. will be in the form of PostScript files posted to the ieee.tcos news
  23. group (If you do not have Usenet news access, we can send issues to you
  24. using electronic mail).  Issues of the news letter will be archived on
  25. ftp.cse.ucsc.edu [128.114.134.19] in the directory /pub/tcos/v#n# and
  26. will be accessible via anonymous FTP.

  28. In addition to these regular issues we will publish calls for papers
  29. and participation, and other announcements in "real time" (in clear
  30. text).  This should improve on the old system since there will be only
  31. a small delay for these time critical announcements.

  33. We welcome submissions to the news letter.  These include:

  35. * Project descriptions        * Short papers
  36.  
  37. * Letters to the Editor        * Technical report announcements
  38.  
  39. * Job announcements        * Calls for papers
  40.  
  41. * Standards committee reports    * Book reviews
  42.  
  43. All submissions should be in LaTeX with a BibTeX bibliography file.

  45. Submissions can be made by sending electronic mail to tcos@cse.ucsc.edu or
  46. by posting to the ieee.tcos news group (the news software will automatically
  47. mail your submission).

  49. We are also seeking regular or semi-regular columnists to write short reports
  50. on various topics of interest.  If you're interested in such things, send 
  51. electronic mail to tcos@cse.ucsc.edu.

  53. Our first issue should be out in the next week, so watch for it!
