  17. Of course Windows could have an entirely different shell, improved
  18. (or not) in many ways - this is as true on Windows 3.0 as it is
  19. in Windows NT

  21. But it is our design intent that Windows & Windows NT have
  22. a consistant UI - and therefore the first release of Windows NT
  23. will have the same shell features as Windows 3.1. (more accurately
  24. Windows for Workgroups) We have talked a little about Windows 
  25. Cairo - this is the work where we will improve the shell. This
  26. work will be seen in later Windows releases
