  21. Contrary to some inaccurate messages that have appeared in comp.lang.c++,
  22. every revision the C++ committee has made to the ARM has been by
  23. formal vote.  The change to allow cast-from-const appeared in the May 14, 1991
  24. working paper, and was discussed and approved by formal vote on June 20, 1991
  25. as recorded in the meeting's minutes.
