- It is not a _requirement_ of the language that DELAY 0.0 will generate
- a synchronization. The URG and current practice recommend that DELAY
- 0.0 be treated as a synchronization point, to support exactly this
- kind of thing.

- I am pretty sure VAX Ada implements delay 0.0 in the manner suggested
- by the URG.
