We just got done fighting for the same thing here, and came to a bearable
conclusion in the matter.
Basicly, we wanted access to the router/repeater/concentrators, which
telecommunications wanted to put in the wiring closets. This was really
undesirable as we could not have touched our own equipment, with extra rubs
because we had personally paid for it. (: For a number of reasons, it
was unacceptable to leave things in the closet, not the least of which was
the fact that even if something needed to be done NOW, we would have been
required to fill out a form and wait for up to two weeks. NOT.
The compromise we made was to have all the punch-blocks left in the closet,
but have the other equipment on our side of the wall (our machine room is right on the other side of the wall from the electrical room). We still have to call telecommunications to get extra network connections punched, but all they
have of our networking equipment is the fiber->AUI box, which runs straight
from there into our equipment.
Now that we've got all the polite people's concerns taken care of, that only
leaves telecommunications to deal with the really IRATE faculty. (:{
We have a whole bunch of 50-pin cables running through the wall from our
equipment to a punchblock, which is then just punched across to another, but
we're happy. The only people we can really mess up are ourselves for most
things, but more often than not we can stop somebody else from messing us up.
