  16. Probably for a number of reasons.  The paths tend to be multi-purpose, with
  17. pedestrians, slow recreational riders, unpredictable riders, etc, who don't mix
  18. safely with faster cyclists.  Many paths aren't designed properly, preventing
  19. an unobstructed view far enough ahead for faster cycling.  The paths also cross
  20. other paths and roadways, forming uncontrolled intersections, and no one
  21. expects cyclists to slow down for them (too many don't).
