- I think a system of user fees would be simpler, and accomplish the same
- thing. Ie, you attend a park, you pay admission. You borrow books from

- service, you don't pay the fee. Etc., etc.

- It'll never pass, tho. If you implement a system of user fees, it'll
- be too close to a free market, and the socialists (most of whom don't
- even know they're socialists) will scream bloody murder.
