  25. If I understand what you're saying, it's not what I meant. As I said in
  26. my original query, with CSO one can search for a keyword in the
  27. departmental title; that can work pretty well, but when someone is
  28. browsing to see all the services in a departmental unit, you end up
  29. doing much better with a true, hand-constructed, browsable list.

  31. Certainly, index searches are useful, but they're not the same as a
  32. browsable file.
