- If I understand what you're saying, it's not what I meant. As I said in
- my original query, with CSO one can search for a keyword in the
- departmental title; that can work pretty well, but when someone is
- browsing to see all the services in a departmental unit, you end up
- doing much better with a true, hand-constructed, browsable list.

- Certainly, index searches are useful, but they're not the same as a
- browsable file.
