- Only in the sense that "deregulation fever" started in the mid-70s.
- Carters big deregulation moves were the airlines and the reduction of
- paperwork act. I expect that people were thinking about bank deregulation
- at the time, but the plans for S&L deregulation wern't drawn up until
- the early 80s, and were driven through as a solution to the 82-83 recesession,
- as a way of jump starting the economy.

- Like all legislation, S&L deregulation was a congressional act, but
- blaming congress is pretty misleading, seeing as how Reagan championed the
- bill, calling it "The most important piece of legislation this decade". He
- was a big fan of it during his 84 reelection campaign. Of course, congress
- did pass it, but it's not the pork barrel initiative that conservatives
- would like it to be.

- The S&L crisis is a good example of the failings of Reagans
- deregulation policy. It looked really good on paper, and would have worked
- except that the US consumer is simply not prepared for free market
- banking. Nobody ever explained to the Jones's that their bank might not
- be solovent, and when the banks went under, the public felt screwed
- over. The Free Market guys will always claim that the legislation was
- flawed, and it was, but without the flaw, it wouldn't have flown at all.

- It will be interesting to see the publics reaction when there are
- only 2 airlines in this country: one French and the other Japanese.
