  27. I don't think to be very wrong in thinking that this has been the feeling
  28. and policy of the people who have held power here for the last thirteen 
  29. years.

  31. Without saying that this is wrong by principle and will never end up working, 
  32. the way in which these principles are being applied here makes me venture to 
  33. state that the patient will have died ages ago when they finally end up 
  34. working properly.
