  12. Could it be that some people are aware of the Adoption Assistance and
  13. Child Welfare Act of 1980 ( PL 92-272 ) and its Code of Federal
  14. Regulations that effectively offer a *bounty* for children  taken by the
  15. state of $25,000 ++ per child per year, somethiong participated in by
  16. *both* political parties?
  17.    I would certainly like to know if anyone else has encountered this
