  13. This message contains the European Board of IRC Coordinators rules,
  14. and a list of the various local EBIC members.

  20.     If you like in future to establish a link inside the EBIC area,
  21.     please contact the coordinator of the affected toplevel domain.
  22.     This coordinator will discuss the link with affected local server
  23.     admins and inform other EBIC members about new links. Also a good
  24.     idea is to join #EU-Opers and discuss the new link there.

  31.     1.)    Establishing a new server and inner domain linking should be
  32.         a local toplevel domain (country) decision.
  33.  
  34.             Guidelines:
  35.  
  36.             + New servers should be leafed until their admin(s) 
  37.               have sufficient experience to handle their server 
  38.               responsibly. (This avoids routing disasters).
  39.  
  40.             + Only a link for ONE server should be given to the new
  41.               server site, that means the new site shouldn't be able to
  42.               connect test-servers to other than its own server.
  43.               (This avoids confusion about linking hierachy).
  44.  
  45.             + Be sure that if a toplevel domain hostmask link is given,
  46.               all hubs of that domain can connect the masked server!
  47.               (this should avoid disagreement between serveral hub
  48.               admins in one domain).

  51.     2.)    All other links between toplevel domains (countries) should be
  52.         dicussed between the major link coordinators of each toplevel
  53.         domain (country). These coordinators are called European Board
  54.         of IRC Coordinators (EBIC).
  55.  
  56.             Guidelines:
  57.  
  58.             + Major link coordinators of each toplevel domain (country)
  59.               should be published with the server sourcecode in
  60.               directory ./doc/EU-Admin.
  61.  
  62.                     + Each toplevel domain (country) participating in the
  63.               European IRC net must have a coordinator, who is
  64.               responsible for country-internal connections AND
  65.               represents the country in contacts with the rest of the
  66.               world. This person(s) is (are) chosen by their domain,
  67.               but must be approved by the EBIC.
  68.  
  69.                     + The EBIC is the only executive in charge of European 
  70.               interconnections and of connections from Europe to the 
  71.               rest of the world. They will decide linking issues
  72.               WITH the affected local admins.
  73.  
  74.             + For establishing new links between several toplevel
  75.               domains the affected EBIC coordinators should be
  76.               consulted. If further coordination is needed it should
  77.               be discussed within the EBIC.
  78.  
  79.             + Additional note: International links should also take
  80.               care of the network topology, so even if several national
  81.               opers agree on a same international link, they might be
  82.               wrong and use unecessary network ressources. The EBIC
  83.               should avoid such linking.

  85.             + Any major linking change should be announced in the
  86.               european mailing list:

  90.     3.)    A prerequisite for getting a NEW server connection within
  91.         Europe is an understanding of and compliance to the above
  92.         rules.
