- You appear to be confused by the two sorts of propergation IRC uses
- 1) to send only to a specific set of users (PRIVMSG, NOTICE)
- 2) Broadcast to the whole net (JOIN, LEAVE, QUIT, NICK, MODE, TOPIC, KICK)
