The usage of the CW requirement as a way to weed out non serious potential
hams is useless. We occupy valuable spectrum. The only way we can justify
this occupation is to prove our worth through technical development and
public service. Holding on to antiquated modes as part of the exam process is
does not further the Amateur Service (remember it is a service first, and hobby
second). Why not make the theory portions more demanding. Maybe something about digital signal processing or spread spectrum technology? A knowledge of
Morse code is a reasonable requirement (5-8 wpm), as it makes a more complete
radio operator. The biggest problem we face is the loss of our spectrum.
Why not center our certification on this fact, and proceed accordingly?
