  8. is a  massive structure  - actually  the capital  building of
  9. your country.   You gaze  up at  the clear,  azure sky,  then
  10. downwards to the  skyline of your beautiful  capital city.  A
  11. humbling aura of history clouds your  thoughts - but not your
  12. vision - as  you further lower your gaze to  the city streets
  13. below.

  15.     There is a noise rising from there.
  16.     Rather, there is a thunder rising!

  18.     Incredibly, as  far as  your eyes  can see,  the streets,
  19. boulevards,  byways, and  even  alleyways  of your  city  are
  20. packed with the people responsible for  your rise to power as
  21. their  supreme leader.   Masses  of  loyal, idealistic  faces
  22. return your gaze as they voice their approval of your mission

  30. not too  distant future when  nationalism is on  the decline.
  31. The people of the world are tired of the weakened nationalist
  32. governments that  are constantly  bickering with  one another
  33. over trade restrictions and border disagreements.

  35.     The beliefs of  the world population have  polarized into
  36. two to four ideologies (depending on the number of players in
  37. the game!).

  39.     Each  ideology  has  a   strong,  determined  leader  who
  40. considers himself  to be  militarily capable  of uniting  the
  41. world under one government.
