The Blur effect averages neighboring pixel values (edges). Click the All Edges option in the Edge Type area to affect all edges. To affect hard edges only, click the Hard Edges option. To affect soft edges only, click the Soft Edges option. Drag the slider in the Amount area to specify the degree of the effect. Choosing Lightness Only will smooth without blurring the color in a color image.
