The Hong Kong Tourist Association suggests that, to avoid heartaches,

deal only with reputable establishments as identified by those
that wear the
HKTA member logo (signified by a red Chinese 'junk', the
distinctive local
sailboat). To qualify, these members are meant to provide good,
reliable
service, value for money, an accurate representation of good and
the prompt
rectification of customer complaints. All well and good, but in
my
experience,
even some of these shops have questionable practices.
