Sorry, it took to long to make some changes and get
pre-release level code. i am too lazy.
News: i have put tx on scroll, rx on num, caps should work

i was pissed off by
ibm's tcp/ip sdk,
by authors of 2 products which use undocumented api i am looking for,
by linux tleds for it strange method to collect tcp/ip statistics.
so i create tcpleds for os2.
i am very thankfull to
ibm's tcp/ip sdk with #define TCPV40HDRS,
authors who use undocumented api i was looking for so much time,
linux and ppl who use it.
