  9.           SetPSM - Set the public screen mode flags

  13.           SetPSM SHANGHAI/S, POP=POPPUBSCREEN/S

  16.      DESCRIPTION
  17.           SetPSM sets the public screen mode flags specified
  18.           on the command line, and clears the other(s).
  19.  
  20.           The Shanghai flag will coerce old (pre KS2) programs
  21.           which normally open on the workbench screen to open
  22.           on the default public screen.
  23.  
  24.           The PopPubScreen flag will cause a public screen to
  25.           pop to the front when a window opens on it.
  26.  
  27.           The command returns 5 if the SHANGHAI bit was set
  28.           previously, and 10 if the POPPUBSCREEN bit was
  29.           set previously, and 15 if both were set.
