Basically this control panel enables certain privilges to anyone who may want to access your hard disk(s) over a network. The two default "users", is the owner of the shared Mac (the name is taken from the File Sharing control panel), and the "guest" user, which allows anyone to access your Mac and be able to delete, create and move files at any point on your drive. To restrict access to specific users or groups of users, all you have to do is click on "New User" or "New Group" and setup password and access privilges for them in the setup window that'll follow.
