Accounts enables you. to setup your ISP internet address, etc. Locations -enables you to specify where you are dailing from. Modems allows you to specify the modem you are using. FreePPP is a 3rd party control panel (can be downloaded off many Mac web sites), and is compatible with Classic Networking and Open Transport networking standards. The control panel also comes with an extension, which the installer copies into the System Folder for you. All you have to do is to configure the control panel with your exact setup, as in: modem you're using, your ISP address etc. You will find that FreePPP is much easier to setup than MacPPP (Config PPP control panel), so I suggest you use this one - it is also updated every now and then, unlike MacPPP.
