  8. {4}The first GLONASS type spacecraft (COSMOS 1413) was launched on October 12, 1982 and
  9. officially put into operation on September 24, 1993.  This  Soviet based navigational
  10. satellite system is similar to the American Global Positioning System (GPS).  It consists of
  11. 21 operating satellites in 3 orbital planes It's purpose is to increase the safety of air
  12. and naval traffic and monitor ground transport as well as ecological monitoring, and search
  13. and rescue operations.
