MOVE TO ATTACK, MOVE NO ATTACK, MOVE NO ZOC, NAVAL LANDING and NAVAL WITHDRAW are the move types. For the first three, MOVE icon in the Game Status Area shows the number of move factors available (middle hex), and the cost to move to each adjacent hex. The costs are based on the terrain, enemy ZOCs, weather (optional) and Fog of War (optional). For the naval moves, the player is moving a unit from off the board to a port city (landing), or from a port city to off the board (withdraw) . or from a port city to off the board (withdraw) .
