  85. 1.  All bids must be an even dollar amount (i.e. $1, $2, etc.)
  86. 2.  Send bids PUBLIC to JOHN SALO or BIDS, NO CC's, NO RECEIPTS

  88. 3.  NO vague bids. Reply with: item #, short description, $ amount.
  89. 4.  Bids on duplicates will be applied to the lowest current bid that
  90.     does NOT already belong to that bidder.
  91. 5.  Sellers may place ONE bid on their items until 48 HOURS BEFORE CLOSE
  92.     IF they have not previously used a RESERVE BID.
  93. 6.  The UPE Monitor reserves the right to bid like anyone else.
  94. 7.  Bids time stamped 8:59 PM by the Exec-PC system will be accepted.  
  95.     Any bids time stamped 9:00 or after will NOT be accepted.
  96. 8.  Shipping/insurance costs are the responsibility of the buyer.
  97. 9.  Failure to follow these rules will cause your peers to ridicule you.

  99. 10. In the event of an Exec-PC crash near the closing of this UPE, the
  100.     following policies will be in effect:
  101.     If Exec-PC is up by *8:00 PM*, there will be no extension.
  102.     If Exec-PC is up by *8:59 PM*, the UPE will be extended to 9:59:59 PM.
  103.     If Exec-PC is NOT up by *8:59 PM*, the UPE will be extended to
  104.     *the following day* at 8:59:59 PM.
  105. 11. Your Monitor will make every effort to notify all UPE participants
  106.     of any changes in the UPE closing time. HOWEVER, Monitors WILL NOT
  107.     ACCEPT ANY RESPONSIBILITY FOR BIDDERS LOSING BIDS due to extensions.
  108.     IOW, if there's a question about closing, DON'T ASSUME - BE ONLINE!

  110. 12. Items may NOT be withdrawn from bidding after UPE begins.
  111.     Failure to follow this rule will result in a ONE (1) MONTH SUSPENSION 
  112.     of UPE privileges.
  113. 13. All buyers and sellers are expected to send a short <P>RIVATE message 
  114.     to the other party confirming the mailing/receipt of payment, and/or 
  115.     the shipment/receipt of goods. Be courteous to your fellow UPE'ers!
  116. 14. FAILURE TO FOLLOW THROUGH on a transaction within TWO WEEKS of the
  117.     completion of the UPE (unless BOTH parties agree to a longer time)
  118.     will result in a THREE (3) MONTH SUSPENSION of all UPE privileges.
  119.     A REPEAT FAILURE will result in PERMANENT loss of all UPE privileges.
  120.     Parties affected by this rule MUST notify the UPE Section Leader as
  121.     soon as possible so action can be taken.
  122. 15. IF you have a UPE dispute that you cannot resolve, you may request the 
  123.     UPE Section Leader (NOT the weekly monitors) to mediate/arbitrate your
  124.     dispute. Be sure to capture all messages or receipts concerning your
  125.     transaction. The Section Leader's decision WILL BE FINAL and failure
  126.     by either party to adhere to that decision will result in loss of UPE
  127.     privileges.

  129. 16. By participating in this UPE as a buyer or seller, you agree to accept 
  130.     any/all decisions that the Monitor may have to make during the course
  131.     of the UPE. The Monitor will make his/her best effort to be fair to 
  132.     all parties, but his/her decision WILL BE FINAL.
