RECLAIM will recover any unused RINs in your PAF database.

When individuals or families are deleted from your PAF database,
their RINs and MRINs are no longer used. Utilities that delete
records will cause the same effect. When new data is entered from
the keyboard, these RINs and MRINs are used first but when data is
imported from a GED file they are not used. GIE will add its
records at the end. When records are downloaded from FamilySearch
there are invariably duplicate entries with small variations in
data. The entry of these records using GIE and the clean-up using
Match/Merge will create many holes both in your original data and
in the added data.
If there is enough keyboard input to fill these holes, you have no
problem. However, those who are importing records with the GEDCOM
utilities will find that it is difficult to keep up. RECLAIM is
a utility which will reclaim the unused numbers. It reassigns
these RINs and MRINs to the highest numbered records in the
database and makes all necessary changes in records which are
connected to them.
If you have removed a great number of deleted records, it is
advised that you use NOTECLEN and NAMCLEN to remove the names and
notes that were associated with the deleted records. When used in
conjunction with NAMCLEN and NOTECLEN, RECLAIM will keep your PAF
database pruned down to its actual record size, eliminating the
need to use GEDCOM procedures to remove these deleted records and
unused names.
