  17. STATEMENT BY GOVERNOR BILL CLINTON
  18. Mexico Free Trade Act

  22.      If we are to prosper as a nation, we must reject the
  23. outdated rhetoric of both the free traders who are oblivious to
  24. workers and the environment, and the protectionists who ignore
  25. the benefits of expanded world trade.  We must pursue a new
  26. course.  As President, I will negotiate trade agreements that
  27. both promote expanded trade and that put our people first.

  29.      From the outset of this campaign, I have stated that I will
  30. support a free trade agreement with Mexico so long as it provides
  31. adequate protection for workers, farmers, and the environment on
  32. both sides of the border. Furthermore, I have stated that we must
  33. have strong transition strategies that ensure that workers
  34. benefit from a more open world trading system. I hope that the
  35. agreement that finally emerges will meet these goals.

  37.      I applaud Majority Leader Gephardt's continuing efforts to
  38. press the President to ensure that these goals are, in fact,
  39. incorporated.  We must sign a pro-growth, pro-jobs treaty with
  40. Mexico that does not sell out our workers or our environment.
  41. If I am President, that is exactly the kind of agreement we'll
  42. have.
