  18. STATEMENT BY GOVERNOR BILL CLINTON ON RISE IN UNEMPLOYMENT

  21.      Last month, the President said "the economy is moving" and
  22. people would feel it.  The next day, the unemployment rate soared
  23. to an eight year high of 7.5%.  Today's painful figures, and the
  24. threat of a triple-dip recession, only illustrate how much we
  25. need a bold economic strategy to rebuild America and invest in
  26. our people.

  28.      Unfortunately, over the last month, the President has done
  29. nothing but throw up his hands and send out his top economic
  30. advisors to criticize me for doing what he has never done:
  31. proposing a national economic strategy.  The President just
  32. doesn't understand that people want economic leadership, not more
  33. political blame.

  35.      Now, as the number of unemployed Americans nears a
  36. staggering 10 million, it is clear that we can't afford another
  37. four years of wait-and-see, do-nothing economics.  We can't
  38. afford a President who is willing to do anything to keep his job,
  39. but nothing to help average, hardworking Americans keep theirs.
  40.  
  41.      We need an economic action plan now.  During the Bush-Quayle
  42. Administration, the American workforce has seen their pay
  43. actually decline, while growth per American has been negative for
  44. the first time since Herbert Hoover was President.  The American
  45. people deserve better.

  47.      Over this same past month, I have laid out my National
  48. Economic Strategy for "Putting People First" to get the economy
  49. moving again.  My plan is a comprehensive and bold action plan to
  50. invest $50 billion more each year in our people so that we can
  51. create millions of new jobs and build longterm economic growth.
  52. We must put Americans to work today to build the economic
  53. foundation for tomorrow.
