| HeadLine: Man Arrested For Wife's Death |
| Story: A Pervian man was arrested by police there today after his wife |
| died of a fatal infection. Police stated the man was extremely |
| jealous and whenever he left the house he locked his wife in a |
| chastity belt. The chastity belt had a rusty lock on it. This |
| caused septicemic poisoning and death was the result. |

| HeadLine: A Teenage Mutant Ninja Turtle Arrested |
| Story: A teenage boy was arrested today for drunk driving. The boy had |
| the job of dressing up as a Teenage Mutant Ninja Turtle and walk- |
| ing through the mall. The teenager gave police a chase and police |
| had even lost him but later came across him when he was found |
| parked at the side of the road and was out of the car relieving |
| himself. Cowabunger dude, you should have stuck with pizza! |

| HeadLine: Spinning Is Fun At An Amusement Park |
| Story: Several people discovered that spinning is not that great fun they |
| thought it was when a ride malfunctioned and wouldn't stop. For |
| nearly fifteen minutes the ride spun. No one was in danger, other |
| than becoming sick that is. |

| * To be left in the lurch: to be left, hopelessly out, without help. |
| Years ago the French invented a game, very much like the modern day |
| backgammon game, called lurch or lourche. In this game a great deal of |
| money came into play. When a player had invested a lot of money and was |
| on the losing side he was said to be left in the lurch. Soon the term |
| was applied to anyone who was left out of the running with no chance of |
| achieving the final goal. |
| * Off the Wall: bizarre, not part of the subject matter at hand. The term|
| comes to us from games in which bouncing a ball against the wall is the |
| method of play to activate your opponent. Games such as squash, hand- |
| ball and the like. When a ball is hit against the wall and takes a |
| strange angle of return it is said to be "off the wall." The term has |
| come to mean anything that doesn't follow the same angle of thought of |
| any subject at hand. |
| * On a roll: to be on a winning streak, unbeatable. The term comes to us |
| from the game of craps. To be on a roll in craps means the roller of the|
| dice is making each and every point. If he rolls a five and then rolls |
| another five he has made his point and he is on a roll. The term is |
| applied to anything today when one continuously has luck and achieves |
| their goal without obstacles. |

| Despite the fact that this contest has a minimum of rules, this one rule |
| does cause problems each year. You cannot post online surveys or doors to |
| allow voters to vote online. This is vote handling. You cannot accept |
| ballots & mail or fax them in for callers. The rule of thumb is pretty |
| clear: You can provide anything you like TO callers to induce them to vote.|
| There is NOTHING you can accept FROM callers in any way pertaining to this |
| ballot at all. THEY must complete the ballot & forward it to us themselves.|

| We actually received FEDEX packages on the final day of the contest last |
| year from BBS operators who claimed to have collected a hundred or so |
| votes. Infractions are dealt with quite economically - the BBS is |
| summarily disqualified without recourse or appeal. |

| One new element introduced in the 1993 contest is date scoring. All |
| ballots received from 1 January 1993 through 30 June 1993 will receive a |
| date score based on the date of receipt. Date scores will range from 180 |

| I felt secure resting against him. It somehow gave me some strength to |
| get control of myself. I felt myself calming down. I looked over at |
| the lifeless form of Mr. Jacobs and felt a deep sadness for this man I |
| hardly knew. I reached over and took Thomas's jacket and placed it |
| over Mr. Jacobs head and shoulders. Then I leaned back against Thomas. |
| |
| Thomas started to say something, but before he could we heard the |
| familiar voice of Mrs. Moore hollowing out at us. |
| |
| "Come on you guys. Get us out of here. Thomas and Carol, there will |
| be time enough for romance later." |

| "I don't think we can get you out," Thomas announced. "The experience |
| caused me a great deal of problems. I felt as if I were having a heart |
| attack and I have a broken arm. Mr. Jacobs," I grabbed Thomas's arm, |
| he stopped, hesitated for a moment then went on to say, "Mr. Jacobs had |
| a great deal of trouble as well and is unconscious from the experience. |

| better splint it or something. Tom don't you try moving that arm. And |
| make sure Mr. Jacobs is covered up with something and kept warm. A |
| chill can set in when you are unconscious." Mrs. Moore said. Her |
| motherly instinct showing through her statements. |

| We could hear Mrs. Jacobs asking questions. Thomas and I did not |
| respond to her, hoping she was asking the others for support rather |
| than us for a report on the condition of her husband. Neither of us |
| could have brought ourselves to telling her that Mr. Jacobs was dead. |
| We both felt it was better this way. We were afraid Mrs. Jacobs would |
| try to come through the dimensional wall and end up killing herself as |
| well. |

| I sat beside him. As I watched his face, the beads of perspiration |

| for some scarfs I had brought with me. These would function as a |
| bandage as well as hold the splint boards in place. I then ran back to |

| flesh. I then took a couple of the scarfs that I had brought from my |
| luggage and placed them around the open wound. Then placing the slats |
| on either side of the arm, I held them with one hand and clumsily tied |
| two scarfs around the boards. It was done. Not a medical coo but it |
| would do for now. I then took a capsule from the bottle of Darvon I |
| had brought, opened it and poured part of its contents out on the |
| floor, placed the two halves of the capsule back together again and |
| gave it to Thomas with a glass of water. He took this. Then slid |

| himself upward, leaning against the archway of the door and sat quietly |

| I went on to explained to him the events that had occurred at the |
| house. I told him who Anna was, her relationship to me, and how she |
| had died. Then I told him about her appearance to me. I surprised |
| myself, I had never had an experience such as this before. Yet when |
| detailing it to Thomas, I stated these things almost as an established |
| fact. He did not react as if this was anything unusual. As matter of |
| fact, he merely nodded his head and kept saying 'I understand'. I'm |
| not sure if he understood the experience or understood I had gone |
| crazy. I then related to him what Anna had explained about the |
| dimensional door and informed him of the time element we were up |

| MYTH: If an adult male gets the mumps, he will become sterile. |
| FACT: It is true that mumps in an adult male causes mumps orchitis, which |
| is inflammation of the testicles, but this inflammation is a temp- |
| orary problem and does not cause sterility. The condition, however,|
| does cause a great deal of pain. Mumps though, is nothing an adult |
| should take lightly for it can cause extreme amount of pain and |
| discomfort for both women and men. It is best to get inoculated |
| if one must be around someone with mumps. |
| MYTH: If a person injures their back, the best thing they can do for it |
| is go to bed and stay there. |
| FACT: For years the common practice for a backache has been bedrest and, |
| in more severe cases, traction along with muscle relaxing medicines.|
| However, recent studies by the American Academy of Orthopedic Sur- |
| geons, says that bedrest may actually be harmful to an injured back |
| rather than helpful. If a person injures their back and is placed |
| in bed to heal it, there are numerous other things that happen to |
| the body during that time. The first is atrophy, great loss of |
| muscle tone, the second being mass density loss, or loss of calcium |
| to the bones themselves. Doctors have determined it is better to |
| exercise, even if in pain, than remain inactive. |

| THE BACHELOR |

| Bachelors! Need I say more? It's like God was bored one day - probably a |
| Monday-& by chance glanced out His window to see some fool male proclaiming|
| that he'd never need some dang female to "screw up" his life for him. As |
| God listened, He also heard him say that women were only good for 1 thing..|
| God shook his head - not quite believing He created ignorance. "Well," He |
| thought, "Perhaps I can find SOME amusement in this..." He pondered for |
| a while, & then it hit Him. "DIVINE JUSTICE! That's what I'll do today!" &|
| He waved His arms & proclaimed any man with this philosophy would never be |
| able to properly care for himself. The Lord looked down, & saw it was good.|
| Unfortunately...He never asked ME! Heaven knows (pardon the pun) WHAT He |
| was thinking when He decided who'd get stuck taking care of these men! I |
| mean, it's not that I mind really...it's kinda nice to be "needed". But |
| it's so strange to think what MUST be going on in his head. My Boyfriend |
| Eddie is just a CASE! On May 10th he'll buy a quart of milk with an expir- |
| ation date of July 31st. He drives 1/2 a block home, puts the milk in the |
| fridge & THEN refuses to drink it because "IT MUST BE BAD BY NOW" "NOW" |
| refers to 8am next day. He's ALWAYS hungry! WHY? Because he doesn't eat. |
| WHY? Because he doesn't cook. WHY? Heck if I know; it's not that he CAN'T, |
| he just WON'T. In all fairness, he DOES do the dishes, but...check out the |
| bathroom! Perhaps he just shaves his chest on a daily basis - I dunno... |

| The BEST part of caring for the incapacitated bachelor is the obligatory |
| trip through his kitchen to "see what he needs". I usually start with the |

| A can of Yams (left over from Xmas 1983) |
| Some instant generic Coffee |
| & a bag of green crackers (probably from an Irish |
| folk festival in '74) |
| On to the fridge: |
| The milk is still there (It's now September) |
| A jug of Mrs Lucky's wine (Vintage Thursday) |
| Some meat which is apparently mating |
| Some Henry's beer, |
| Some can with a fork standing up in it, |
| & something undefined that keeps trying to shut the door! |
| |
| Eddie wants to know what he needs - I kiss him & tell him I cant think of |
| a thing...... |
| And God and I both have a good chuckle. |

| Book I 1 - HOLDING as we do that, while knowledge of any kind is a thing to|
| be honoured and prized, one kind of it may, either by reason of its greater|
| exactness or of a higher dignity & greater wonderfulness in its objects, be|
| more honourable & precious than another, on both accounts we should natur- |
| ally be led to place in the front rank the study of the soul. The knowledge|
| of the soul admittedly contributes greatly to the advance of truth in |
| general, & above all, to our understanding of Nature, for the soul is in |
| some sense the principle of animal life. Our aim is to grasp & understand, |
| first its essential nature, & secondly its properties; of these some are |
| taught to be affections proper to the soul itself, while others are con- |
| sidered to attach to the animal owing to the presence within it of soul. |
| To attain any assured knowledge about the soul is one of the most difficult|
| things in the world. As the form of question which here presents itself, |
| viz. the question 'What is it?', recurs in other fields, it might be |
| supposed there was some single method of inquiry applicable to all objects |
| whose essential nature (as we are endeavouring to ascertain there is for |
| derived properties the single method of demonstration); in that case what |
| we should have to seek for would be this unique method. But if there is no |
| such single & general method for solving the question of essence, our task |
| becomes still more difficult in the case of each different subject we shall|

| have to determine the appropriate process of investigation. If to this |
| there be a clear answer, eg: the process is demonstration or division, or |
| some known method, difficulties & hesitations still beset us-with what |
| facts shall we begin the inquiry? For the facts which form the starting- |
| points in different subjects must be different, as eg: in the case of |
| numbers & surfaces. First, no doubt, it is necessary to determine in which |
| of the summa genera soul lies, what it is; is it 'a this-somewhat, 'a |
| substance, or is it a quale or a quantum, or some other of the remaining |
| kinds of predicates which we have distinguished? Further, does soul belong |
| to the class of potential existents, or is it not rather an actuality? Our |
| answer to this question is of the greatest importance. We must consider |
| also whether soul is divisible or is without parts, & whether it is every- |
| where homogeneous or not; & if not homogeneous, whether its various forms |
| are different specifically or generically: up to the present time those who|
| have discussed and investigated soul seem to have confined themselves to |
| the human soul. We must be careful not to ignore the question whether soul |
| can be defined in a single unambiguous formula, as is the case with animal,|
| or whether we must not give a separate formula for each of it, as we do for|
| horse, dog, man, god (in the latter case the 'universal' animal-and so too |
| every other 'common predicate'-being treated either as nothing at all or as|

| a later product). Further, if what exists is not a plurality of souls, but|
| a plurality of parts of one soul, which ought we to investigate first, the |
| whole soul or its parts? (It is also a difficult problem to decide which of|
| these parts are in nature distinct from one another.) Again, which ought we|
| to investigate first, these parts or their functions, mind or thinking, the|
| faculty or the act of sensation, & so on? If the investigation of the |
| functions precedes that of the parts, the further question suggests itself:|
| ought we not before either to consider the correlative objects eg: of sense|
| or thought? It seems not only useful for the discovery of the causes of the|
| derived properties of substances to be acquainted with the essential nature|
| of those substances (as in mathematics it is useful for the understanding |
| of the property of the equality of the interior angles of a triangle to 2 |
| right angles to know the essential nature of the straight & the curved or |
| of the line and the plane) but also conversely, for the knowledge of the |
| essential nature of a substance is largely promoted by an acquaintance with|
| its properties: for, when we are able to give an account conformable to |
| experience of all or most of the properties of a substance, we shall be in |
| the most favourable position to say something worth saying about the essen-|
| tial nature of that subject; in all demonstration a definition of the |
| essence is required as a starting-point, so that definitions which do not |

| enable us to discover the derived properties, or which fail to facilitate |
| even a conjecture about them, must obviously, one & all, be dialectical & |
| futile. A further problem presented by the affections of soul is this: are |
| they all affections of the complex of body & soul, or is there any 1 among |
| them peculiar to the soul by itself? To determine this is indispensable but|
| difficult. If we consider the majority of them, there seems to be no case |
| in which the soul can act or be acted upon without involving the body; eg: |
| anger, courage, appetite, & sensation generally. Thinking seems the most |
| probable exception; but if this too proves to be a form of imagination or |
| to be impossible without imagination, it too requires a body as a condition|
| of its existence. If there is any way of acting or being acted upon proper |
| to soul, soul will be capable of separate existence; if there is none, its |
| separate existence is impossible. In the latter case, it will be like what |
| is straight, which has many properties arising from the straightness in it,|
| eg: of touching a bronze sphere at a point though straightness divorced |
| from the other constituents of the straight thing cannot touch it in this |
| way; it cannot be so divorced at all, since it is always found in a body. |
| It therefore seems that all the affections of soul involve a body-passion, |
| gentleness, fear, pity, courage, joy, loving, & hating; in all these there |
| is a concurrent affection of the body. In support of this we may point to |

| the fact that, while sometimes on the occasion of violent and striking |
| occurrences there is no excitement or fear felt, on others faint and feeble|
| stimulations produce these emotions, viz. when the body is already in a |
| state of tension resembling its condition when we are angry. Here is a |
| still clearer case: in the absence of any external cause of terror we find |
| ourselves experiencing the feelings of a man in terror. From all this it is|
| obvious that the affections of soul are enmattered formulable essences. |
| Consequently their definitions ought to correspond, e.g. anger should be |
| defined as a certain mode of movement of such and such a body (or part or |
| faculty of a body) by this or that cause and for this or that end. That is |
| precisely why the study of the soul must fall within the science of Nature,|
| at least so far as in its affections it manifests this double character. |
| Hence a physicist would define an affection of soul differently from a |
| dialectician; the latter would define eg: anger as the appetite for return-|
| ing pain for pain, or something like that, while the former would define it|
| as a boiling of the blood or warm substance surround the heart. The latter |
| assigns the material conditions, the former the form or formulable essence;|
| for what he states is the formulable essence of the fact, though for its |
| actual existence there must be embodiment of it in a material such as is |
| described by the other. Thus the essence of a house is assigned in such a |

| formula as 'a shelter against destruction by wind, rain, & heat' the physi-|
| cist would describe it as 'stones, bricks, & timbers'; but there's a 3rd |
| possible description which would say it was that form in that material with|
| that purpose or end. Which among these is entitled to be regarded as the |
| genuine physicist? The one who confines himself to the material or the one |
| who restricts himself to the formulable essence alone? Is it not rather the|
| one who combines both in a single formula? If this is so how are we to |
| characterize the other 2? Must we not say that there is no type of thinker |
| who concerns himself with those qualities or attributes of the material |
| which are in fact inseparable from the material, & without attempting even |
| in thought to separate them? The physicist is he who concerns himself with |
| all properties active & passive of bodies or materials thus or thus defined|
| -attributes not considered as being of this character he leaves to others, |
| in certain cases it may be to a specialist, eg: a carpenter or a physician |
| in others a) they are inseparable in fact but are separable from any part- |
| icular kind of body by an effort of abstraction, to the mathematician b) |
| where they're separate both in fact & thought from body to the 1st Philoso-|
| pher/metaphysician. But we must return from this digression, & repeat the |
| affections of soul are inseparable from material substratum of animal life |
| we have seen such attach & not the same mode of being as a line or a plane.|

| Carpenter swept his eyes from the front door counterclockwise around the |
| entire office. Everything appeared normal. But it hadn't last night. |

| Last night when he felt jumpy, he looked over both shoulders and he could |
| have sworn that he saw figures stepping in and out of the shadows. It was |
| like they were walking behind a series of tall mirrors spaced two, three |
| feet apart. The forms would appear to cross a short distance then step |
| into nothingness. |
| |
| And what really began to frighten him was that he was beginning to |
| recognize the faces. He didn't know who, he didn't know how, but these |
| people were beginning to become familiar. Carpenter saw no faces tonight. |
| |
| But what he did see was a murky cloudiness that erased the walls, ceiling |
| and floor and expanded the "space" in which he found himself. Slowly a |
| desert appeared around him and pushed its way further toward the horizon. |
| In the distance a mountain chain rose out of the nothingness and a sun |
| peaked over the highest parts. Carp felt the heat rolling off that |
| boiling orb; it drew sweat to his brow. He squinted into the blinding |
| light as it climbed higher into the sky. |

| Soon a figure would step out of the shimmering haze. It would be an older |
| man - probably an Indian, by the looks of the setting - and it would be |
| someone Carp "knew." Or at least he felt he knew. And that older man |
| would ask him odd questions and insist that they were acquainted; then |
| the older one would take Carp on a journey of some sort; a journey which |
| confused him but also enticed him. It would be like a walk through a |
| pleasant dream that one knows he has had but can't remember. |
| |
| How did Carp know all this? Because it had happened to him before. In fact |
| it had happened many times since he had started working the night shift. |
| |
| "Are you ready, my son?" |
| The voice startled Carp but it wasn't unexpected. |
| "Where are we going?" he asked. |
| |
| The figure of an old Indian stepped out of the bright haze and presented |
| itself for scrutiny. He was Carpenter's height and build, but unlike the |
| technician, his cheekbones rode high on his face, his brow jutted from |
| his forehead like the mountain ridge across the desert. And a strong gaze |
| reach out from eyes gone cold from too much disillusionment. |

| "Do I pass inspection?" the old man asked. |
| |
| For some reason Carp couldn't help from answering, "Yes, you're exactly |

| The Indian, waiting patiently as though knowing that Carp hadn't finished |
| his study, bobbed his head slowly and said, "Our imaginations never fail |
| us." He stood motionless for several long moments and then said, "We are |
| going to the seat of power on the mountain." |
| |
| "Why?" Carp wondered. |
| |
| One corner of the old man's mouth wanted to crawl up into a smile, but he |
| held it in check. Instead he said, "Because you asked to go." |
| |
| "What about that other?" Carp asked. "That evil one I felt back there - |
| in the office?" |
| |
| "He will be there when you return," the old man assured him. "It is time |
| to go." |

| burned the vision of that direction from Carp's eyes. But every other |
| vista lay brilliantly exposed and sharply defined. |

| And the reaches of the eye from such a height were otherwise unimaginable |
| to the technician; he felt he could see into tomorrow. |
| |
| "Not quite that far," the Indian said, seeming to read his mind, "but |
| nearly." |
| |
| "What am I to do here?" Carp asked. |
| |
| "As always, learn the lessons of power." |
| |
| "How?" |

| scene below. It was like looking into a crystal ball in that a mist |
| covered the land, swirled away and left them an uninterrupted view of a |
| lush green valley. Carp could almost see the moisture in the tall grass |
| and vegetation. |

| He felt a presence entering from the north and noticed that the old |
| Indian had his eyes trained in that direction. |
| |
| Down on the valley floor a lone rider worked a spotted pony around the |
| curve of the mountains. |
| |
| The rider appeared to be wearing leggings and some sort of breast plate; |
| a few feathers protruded from his hair. Carp took him to be Indian, the |
| type he had seen in old movies. |

| "Who is that?" he asked. |

| Leather reins lay threaded through his fingers and feathers tugged at |
| his hair in the slight breeze. |

| He glanced up the mountain and knew that two men watched him. |
| |
| Although he didn't know them, he didn't fear them. |
| |
| He knew why he had come. |
| |
| Sliding off the pony he faced the mountain and started to climb. |

| * The Portuguese Army took an very uncommon and unusual action when it |
| honored Saint Anthony by making him an honorary Lieutenant Colonel. |
| * John Mytton of England (1796-1834 had the most unusual treatment for |
| hiccups. Mytton had, since the age of 10, started consuming a huge |
| amount of port every day. Because of his early beginnings with port he |
| was able to drink as much as eight quarts every day. But he developed |
| hiccups as the result of the port. One night, in a drunken state, he |
| decided the best way to get rid of the hiccups he suffered was to |
| frighten them away. He took a candle that was lit and placed it to the |
| collar of his shirt. The shirt, being made of cotton, became inflamed |
| immediately. Mytton began screaming and two servants came in to pull |
| the burning shirt from their master. Mytton, though badly burned, noted |
| just prior to falling into bed that the hiccups were gone. |
| * One of strangest surgeries a doctor ever performed was done by Dr. John |
| Brinkley of Kansas. Dr. Brinkley for a fee of $1,500 would implant |
| young goat glands in men who were aging. Dr. Brinkley stated that this |
| procedure gave these men a youthful energy and encouraged their sexual |
| drive. |
| * State Representative Bernard Gladstone of Rhode Island tried to enter a |
| bill of a $2 tax on each act of sexual intercourse in lieu of income tax.|

| Is it possible, was the first question the person receiving the strange |
| phone asked. There was no response to her question. But clearly it was |
| possible, she reasoned, because it had happened. |
| But the phone call sort of went hand in hand with the other events to take |
| place. The opening and closing of doors when no one was near them. The |
| strange sounds of a person talking when no one else was in the room. The |
| footsteps up and down the hallway when no one was in the hallway. The |
| footsteps sounded as though they were on a wooden floor, though the hall |
| was fully carpeted. |
| These are some of the reports to come from witnesses of the ghostly visitor|
| at The Lodge in Cloudcroft, New Mexico. |
| The most outstanding events of the ghostly resident is that of making phone|
| calls. For some reason the ghost always calls the Governor's Suite, room |
| 101. |
| A great many employees of the Lodge have reported seeing the ghost. The |
| descriptions given have always been the same. A young, beautiful, red |
| haired woman. The hotel employees have dubbed her "Rebecca." |
| A bartender in the Red Dog Saloon, part of the hotel, reported seeing ash- |
| trays move about the room when no one was in there except himself. He also|
| reported having seen flames shoot out of the fireplace even though it was |

| not lit and there was no wood or paper in it to start a fire. |
| Another employee reported, when changing the drapes in the Governor's |
| Suite, she had climbed up the ladder and had the drapes over her arm. She |
| clearly heard the door open and then close. She then heard footsteps |
| moving across the floor. She called out, thinking it was her husband who |
| had entered the room. There was no answer. She climbed down the ladder |
| and looked around, nothing. She went to the door and opened it, stepped |
| into the hallway and saw no one in the hall. She returned to her ladder, |
| dismissing the entire incident. Just as she climbed back to the top of |
| the ladder again she heard the footsteps once more then the door open and |
| close again. |
| On other occasions water faucets would be turned on in the Governor's Suite|
| even though it was not being used at the time. |
| The belief is that Rebecca was a young woman in love with someone of high |
| position and/or power. She was not his wife. The story goes that she was |
| murdered and buried in the basement of the Lodge. The man responsible for |
| her murder had enough power that he could convince the owners to help him |
| bury her in the basement. Rebecca, it seems, threatened, whether verbally |
| or merely by her very existence, the man position of power as well as his |
| family life. |

| The Lodge was built in 1899 by El Paso and Northeastern Railway. It was |
| intended to be a lodging place for those traveling the country. In 1909 |
| it burned down but in 1911 it was rebuilt and is now in the same form as |
| it was during the rebuilding. It has, since 1935 had numerous owners, |
| including the well known Conrad Hilton. In fact, it was Hilton's third |
| hotel purchase. |
| The ghost is said to be Rebecca. No other name given. If it isn't her, |
| then the great number of portraits of her that hang in the Lodge are there |
| for no reason at all. |
| The activities are almost always mellow in action. The worst thing to ever|
| happen was the fireplace shooting out flames when no fire was possible. |
| The staff do not feel uncomfortable with her there and often times will |
| blame the dropping of a dish or what have you on her. |
| Reportedly the Lodge is still haunted and the sighting of "Rebecca" is |
| best done at night, though she has been seen during the day time. |
| The location of the Lodge is 90 miles north of El Paso, Texas in Cloudcroft|
| New Mexico. It is a three story mountain inn with an large tower being |
| the center point of the building. It is built of wood with 47 rooms and |
| suites. It boasts its own restaurant and saloon. The saloon, by the way, |
| is in the basement, with Rebecca remains. |

| Grassroots Effort to Protect Middle-Class from Tax Increase |

| The American Federation of Labor and Congress of Industrial Organizations, |
| Council for Affordable Health Insurance, the Employers Council on Flexible |
| Compensation, Self-Insurance Institute of America, & the Society of Profes-|
| sional Benefit Administrators formed the Coalition to Preserve Health |
| Benefits to oppose taxing the premiums employees & employers pay to insure |
| the health of 150 million Americans. Though these benefits have been tax |
| free for 50 years, the new effort to tax benefits has the support of key |
| advisors in the Clinton Admin, members of Congress, & is under consider- |
| ation by The President's Task Force on National Health Care Reform, chaired|
| by Hillary Rodham Clinton. One plan under consideration by the Admin. would|
| limit the amount of tax-free health insurance premiums to the level of the |
| least expensive group health care insurance plan in a geographic region. |
| Thus, if the cheapest HMO coverage were $2,000 per year, employers and |
| employees would be taxed on any health care premiums they pay above $2,000 |
| annually. For a worker with an annual salary of $36,000 & health insurance |
| costs of $3,000 per year, the worker's additional tax would amount to $280.|
| A worker with the same salary whose benefits cost $5,500 would pay an |
| additional $980 in taxes each year. Greg Scandlen, exec.dir. of the Council|
| for Affordable Health Insurance, said, "Those workers who need health care |
| the most will be taxed the most." (See Following Pages) |

| What Taxing Health Benefits Could Mean For You |

| Employees will be taxed on that portion of their total annual health care |
| insurance premiums that exceeds the cost of the cheapest, basic insurance |
| plan in their region. Total annual health care insurance premiums includes |
| the total amount paid by the year by an employee for himself & dependents |
| as well as the total amount paid by an employer on an employee's behalf. |
| Under the proposal, this employer contribution would become taxable income |

| The Cost of Taxing Health Benefits |

| Proponents argue that taxing benefits will reduce the cost of insurance |
| by discouraging employers and employees from obtaining coverage above the |
| bare minimum basic package. |
| The Case Against it: Taxing health care premium benefits will hit the |
| middle class hardest. It will also penalize those families who must take |
| out health care coverage above the bare minimum. The more a family pays |
| for health insurance, the more it will be taxed to pay for those who have |
| none, even those who have access to an employer-provided plan but choose |
| not to enroll. Employers will be discouraged from offering benefits above |
| the bare minimum. The result: lower quality employer-provided health care, |
| less employee choice and less flexibility in employer provided plans. |
| Despite many attempts to control health care costs, the price Americans |
| pay for health care continues to rise 3 times faster than inflation. Health|
| care accounts for 14% of our gross domestic product. No nation spends more |
| than the United States on health care. The average worker & his employer |
| spend $4,743 a year on his health care. Survey after survey has found the |
| public strongly opposes taxing health benefits. A survey also found 73% |
| will be more likely to vote against candidates running for Congress who |
| support increased taxes on employee benefits. |

| Federal Workers To Lobby for "Anti-Freeze" Next Week |

| WASHINGTON/U.S. Newswire: Hundreds of members of the nation's largest |
| independent federal employee union, the National Treasury Employees union |
| will descend on Capitol Hill next week to try to stop President Clinton's |
| federal pay freeze proposal, according to Robert M. Tobias, NTEU president.|
| Tobias said the NTEU lobbying activities begin in earnest on Monday, March |
| 1, at 8 am at the Capitol Hill Holiday Inn, with registration, opening |
| ceremonies & an address by Del. Eleanor Holmes Norton. Tuesday activities |
| include a "first ever" federal employees "Bus Tour" from 11:30 am to 1:15 |
| pm beginning at the East steps of the Capitol and ending with a rally in |
| Lafayette Park across the street from the White House. "The Tuesday event |
| will borrow from the Clinton campaign to show the President that we also |
| want change," Tobias said, "But not the kind that will cut our already |
| inequitable salaries." The NTEU leader said federal workers have sacrificed|
| $119 billion in pay reductions over the past decade. "We've made our |
| contribution," he said. "Now it's time for us to catch up. The locality |
| pay program he wants to gut is the very vehicle that could help him |
| re-invent government," he said. "Don't deep freeze it. It'll never come |
| back alive." Lobbying activities will end on Wednesday with closing |
| ceremonies and an address by Sen. Bob Graham (D-Fla.) taking place at the |
| Capitol Holiday Inn, according to Tobias. |

| Justice Dept Announces Joseph Garfield Brown Pleads Guilty |

| VA/US Newswire: Richard Cullen, US attorney for the Eastern District of VA,|
| & R.Bryant, special agent-in-charge of the FBI's Washington Metro Field |
| Office, announced Joseph Garfield Brown pleaded guilty in Federal District |
| Court to unlawfully obtaining classified US national defense information in|
| order to provide it to Philippine government officials, in violation of |
| Title 18, US Code, Section 793(b). The 44-year-old Brown is a US citizen |
| who has resided in the Philippines since 1985. According to a document |
| filed in US District Court in support of the guilty plea, in 1991 Brown |
| unlawfully got classified documents from Virginia Baynes, a CIA employee |
| in the Philippines, & passed the documents to officials of the Philippine |
| government. In May 1992, Baynes pleaded guilty in the US District Court |
| to an espionage offense, & was sentenced to 41 months imprisonment. Raynes |
| has cooperated with the government under the plea agreement. Brown was |
| lured to the US for his arrest in Dec. 1992 by the FBI. FBI Special Agent|
| Harrison, who spearheaded the investigation, went to the Philippines with |
| another FBI agent, who, posing as a Central Intelligence Agency martial |
| arts expert, met with Brown. Brown, a tae-kwon-do expert, was offered a |
| position as a martial arts instructor for the CIA & arrangements were made |
| for Brown to come to VA for training related to that job. Brown was |
| arrested at Dulles International Airport on Dec. 27, 1992. |
