  2. you logoff the game.  I you select #1, your ship will be
  3. the aggressor and attack the current user!
  4. If you are an aggressor you will probably be attacked.
  5. It is recommended you select a peacetime response.  The
  6. best choice is usually ROE commands #2 or #3.
