and it is not in the public domain. It is distributed as
ShareWare. New users are granted a 30 day license for
evaluation. After the evaluation period, they should

Cong-II Associates
By registering as an Associate, an individual receives
a 50% discount on the registration fee and becomes
eligible to earn substantial rewards (as subsequently described).
To become an Associate, simply register as an Associate
and agree to show Cong-II to one or more potential new users
per month and to give each a copy if they would like one.
Associates are encouraged (but not obligated) to promptly
report to RSC the names of new users contacted, since RSC
pays a reward to an Associate commencing when five of her reported
new users have registered (and paid). (The reward amounts to 20% of
registration fees paid by the Associate's reported referrals,
including the first five.)
Associate registration is $50.00, which may be paid to RSC in
two $25 installments, the first of which is due within 30 days of
registration.

Congressional Offices
Discount: Congressional offices can become registered
Cong-II users for the upgrade fee of $10.00, plus
$5.00 shipping and handling, by:
1. Registering as a participating Congressional office, which requires
that an individual in the office be designated as an RSC contact
(whom we may call occasionally to verify data), and
2. Agree (a) to notify RSC of errors or omissions in the program when
noted, and (b) to periodically recommend improvements that will
allow the program to better serve the needs of Congressional staffs.
Rewards: A site license is granted covering all staff.
Staff members may register by paying the upgrade fee,
if they so desire. This would entitle them to
all registered user privileges as individuals.

Participating Users
Participating users are those who play a role in distributing,
updating or creating RSC products. Participating users pay no
registration fees, except possibly occasional materials and
shipping and handling costs related to RSC shipments to them.
To become a participating user, sysops and user group
librarians need only register, stating their organization and role.
Others should complete the registration form, check the products of
interest and forward it along with a brief statement of the support
they are willing and able to provide.

The RSC definition of ShareWare
The term ShareWare implies two things:
(1) a policy of fairness in that users are authorized to fully
utilize a software package for a reasonable period (30 days or more)
before deciding to buy it, and
(2) a distribution and marketing strategy that involves users
more than the author and that thereby lowers the price of the software by
essentially eliminating the author's distribution and advertising costs.
In the area of fairness, it is clearly not possible for you to
determine, with any degree of certainty, that a software package will
serve your needs until you actually use it for your intended purpose for
some reasonable period. The ShareWare fairness policy gives you the
opportunity to make an informed "buy" decision after validating the
adequacy of a software package in relation to your unique needs,
generally for 30 to 90 days. (In my view, it is unfair to ask anyone to
buy a software package without allowing them a full evaluation.)

ShareWare costs less
In the area of price, ShareWare generally costs less (than an
equivalent commercial product) because the author has been relieved
of the burden of distribution and marketing costs. The author
grants to users the right to copy and distribute the software and
urges them to do so by telling their friends and associates about
it, by making copies available and by showing interested parties how
to use it. Thus, a ShareWare package only becomes successful if users
like it enough to recommend it to others. I take it a step further
by offering rewards to users who propagate my software.
ShareWare programs are generally of overall higher quality
than commercial program, even when the commercial program is quite
popular, WordPerfect being an excellent example. (I'm still trying
to figure out how some advertised features work, but then I am a bit
dense sometimes
The bottom line is that ShareWare not only costs less but is
usually better than commercial software (because it has to be).

Why is ShareWare inexpensive?
The low price of ShareWare does not mean that its capabilities or
quality are low. There may be essential no operational difference between
a $399 commercial program and an equivalent ShareWare program for which
you may pay, say, $99 when you register. The $300 price difference
represents distribution and advertising costs, not value added software
development, documentation and support costs. The cost to a distributor
for a commercial package is on the order of 35% of the recommended retail
price, $140 in the $399 case. The developer's internal advertising and
marketing management budgets probably average another $50.00 per copy
sold, leaving something on the order of $90 as the (pro-rated)
development cost of the $399 package. Under the ShareWare concept,
user support essentially eliminates the authors's advertising and
distribution costs, thus the lower price.
In summary, there are three basic differences between commercial
software and ShareWare software: fairness, price and when you pay. All
accrue to the user's advantage.

BBS Sysops
BBS's may carry CONG-II without any special authorization, but
must ensure that the package is complete and functional.
However, Sysops should register as a participating user (there is
no charge) if they wish to maintain the latest ShareWare versions of
RSC products on their board, or if they wish to become a local
distribution point for data updates.

Updates
Cong-II data is updated regularly and is distributed
by mail and via BBS's. "Regularly" means daily or
whenever we become aware of changes. (It takes us only a
few minutes to make changes.)
Distribution is the challenge. So, we are setting
up BBS's and participating users as distribution points.
Also, associate users always know where to obtain the
latest version and the latest data locally.

ED (Editor)
ED is special purpose editor for the RSC IRE (Instant Reference
Environment). It features a virtual working directory, which allows
selected files from multiple directories to appear in the virtual
directory (with their paths) without actually being moved or copied.
ASCii files and memo type text fields can be edited, spell checked,
merged, parsed and converted for re-organizational purposes.
The primary usefulness of ED in relation to CONG-II is to convert
ASCii text files to CONG-II memo fields (and to allow you to find files
anywhere on your disk easily).
ED is a simple editor designed to do some things specifically
in support of IRE, e.g. parse a large file into paragraphs and place the
paragraphs in memo type fields. It is not intended to compete with the
many fine editors already available.

Some future RSC products will utilize a registration
system along these lines. Right now it is a convenience
for you because it prints your name and firm on the
registration form exactly as you entered it. What ever you
do will not prevent your access to this program.

Instant Reference
IR (Instant Reference) refers to the RSC technology that allows
developers (and end users) to automatically re-structure and format
large bodies of text data (typically in the 1 to 1,
megabyte range)
into RSC IR compatible form. Granularity is the paragraph. Utilities
are provided to link (cross-correlate) paragraphs (screens) to each other
in multiple ways essentially without limits (one-to-many, many-to-one).
The IRE(Instant Reference Environment) is the RSC collection of
tools used to create, update and refine IR applications. The final IR
application is a memory resident (>2K ram) retrieval engine that accesses
one or more large IR data files on disk. Each file is typically in the
50 kilobyte to 5 megabyte range.
RSC is currently licensing firms to co-develop IR applications.

Alt-Y prints the left column of 2-by labels, of single
column labels.
Alt-Z prints the right column of 2-by labels.
Alt-V prints labels continuously with no page breaks,
which can be used to create an ASCii merge file.
Set your label size, top blank lines before the first
label and number of labels per page under the Defaults
selection on the main menu.
You will be given the opportunity to view the labels
before sending them to your printer or to a file.

Block Operations
Mark a block: F7 to begin marking a block. Use the
cursor to extend the block.
Press F7 again to complete the block marking.
The block will remain highlighted.
Move or Copy the block to a new location by positioning
the cursor and then pressing Alt-M (move) of

Overview
CONG-II is a congressional database and automatic
correspondence generator. It allows you to locate
Senate and House members by name, state, district,
party, body, committee, subcommittee, etc. Once
located, contact and other information is available.
To generate correspondence, the internal editor
may be used. Members can be tagged (to receive
a letter, note or invitation) on most screens. The
correspondence, properly addressed, is automatically
generated by "Cong" for each tagged member. A FAX
cover sheet will also be printed if desired.

You may elect to view only republicans or only democrats. At the same
time, you may elect to view only senators or only members of the house.
The following keys apply:

You may also elect to view only tagged members, as follows:

PE (Personal Cong)
PE is a personal version of Cong. PE allows you to maintain
a personal contact database and to quickly generate personalized
(addressed) letters and FAX's to multiple contacts, just as
Cong-II does for the Congress. PE is primarily intended for addicted
Cong-II users.
PE is designed to save you time through simplicity. You'll have
no trouble learning to use it, and when you use it, you'll have your
letters or notes in the mail or in the FAX machine quickly. Try it.
You'll see what I mean.

To print letters the following steps apply:
1. Select the letter you wish to print (Alt-L).
2. Create or edit your letter, if necessary (Alt-E).
Note thet you may copy (duplicate) an existing letter
and then edit the duplicate as a new letter.
3. Tag the member(s) you wish to address the letter to.
The Gray"+" key tags and untags members from the main
member lists. Alt-U untags all. When in a committee
list, Alt-T tags all members.
4. Use Alt-F to toggle the fax cover sheet On/Off. Note
the on-screen fax flag status (On/Off).
5. Press Alt-P to print. You will be given the opportunity
to view the letters before actually sending them to the printer.

2k of conventional memory. Pops up over your word
processor and allows you to copy data from the pop up

internally within your own organization.

Tagging
By tagging a member you tell the system to print a letter or
label for that member.
At the main member screens (which list members by name or by
state), the Gray"+" key tags and untags members. Alt-U untags all
members. Alt-G will cause only tagged members to be listed on the
main screens. Note than Alt-G also sets the party and body
selectors to all, so you will see all tagged members even when you
might have one party or one body selected.
At screens that list the members of committees, the Gray"+"
also tags members. However, Alt-T tags all members of that
committee, and Alt-U untags all.
The command keys that are active for a screen will usually be
shown when you press the F1 key.

Uses of Cong
Individuals who want to make their views known to a
group of Senators and House members will find "Cong" invaluable.
"Cong" is also intended for use by Members of Congress,
legal firms, associations and groups that interact with
the Congress and by educators dealing with congressional matters.
Anyone who interacts with the congress will find it
useful for quickly locating a member's telephone number and
office room number and for quickly sending notes or memos to
selected members. Cong is especially useful for sensitive,
private communications since no administrative personnel need
be involved (Cong does it all

Alt-W prints your letters formatted to be folded and
mailed in windowed envelopes. Your return address
shows in the upper left window and the member's
adress shows in the middle window.
Window envelopes are available from RSC. Two sizes
are available. The smaller fits neatly inside the
larger for mailing as a return envelope.
(For me, windowed envelopes are the only way to go.)
