  17.  Bitmap Changer is a utility for Windows 3.10 that allows you to change 
  18. the background bitmap of Windows easier than using the Control Panel, but
  19. unlike the Control Panel you can choose from .RLE files with this program.
  20. If you are not sure what a file looks like then you can use the preview
  21. button and it will be shown in a small box.
  22.  Don't worry about this program fooling with your Windows .INI files, it 
  23. only tells Windows what to modify and then Windows modifies the file.
