This README file of CAPIT.EXE accompanies an example program which demonstrates how to duplicate much of the functionality of CAPTURE.EXE.  CAPIT.C is the source code referred to in the March, 1992 issue of BULLETS.  The code was tested under Borland C++ v3.0, but will also compile under Microsoft C v6.0 (although it was not fully tested under Microsoft C).
