NetWare print services use print servers and print queues to service network printers.
In NetWare Directory Services (NDS) print servers, print queues, and printers are all separate objects. Each object can be created and modified in any order with text or graphical utilities. Printers can be added, modified, or removed independently.
NetWare (versions before NetWare v4.0), printers are not bindery objects. They are a subset of the print server. For this reason, a print server must exist before you can define printers.
