  5. The Winter Palace is one of the most important 
  6. architectural monuments in Petersburg, as well 
  7. as the compositional center of the territory 
  8. including the largest city 's ensembles. It belongs 
  9. to the greatest achievements of Russian and 
  10. world architecture of the 18th century, both from 
  11. the point of view of art and that of urban design. 
  12. The history of the construction is quite 
  13. interesting. During Peter I's reign it was 
  14. prohibited to allot land to people having no naval 
  15. rank in the place now occupied by the palace. 
  16. So Peter the Great, who wanted to build a 
  17. palace for himself there, got a building permit as 
  18. Peter Alekseyev, a shipbuilder. The first wooden 
  19. Winter Palace was erected on the bank of the 
  20. Zimniaya Kanavka (Winter Canal) in 1711. In 
  21. 1719 - 20 the second, stone Winter Palace, was 
  22. built on the site of the modern |Hermitage|Custom1|O:4| 
  23. |Theater|Custom1|O:4| to a design by G. Mattarnovi, where 
  24. Peter I moved with his family from his |Summer|Custom1|O:54|
