  69. to them; articles are submitted to the moderators who then decide whether

  75. it is strongly recommended that posters consider whether or not articles
  76. are pertinent to the newsgroup(s) listed in the 'Newsgroups:' line.

  104. adhered to, it is considered polite and courteous to keep discussion
  105. in the appropriate venue.  Doing otherwise may invite polite requests
