The formats for bitmaps and icons, along with metafiles and a number of
other windows-oriented files can be found in Volume 4 of the Windows
software development kit. You can get the SDK docs at bookstores with
large computer sections. (The docs also come with many C++ compilers and
on the Microsoft Developers Network CD).
Also, I seem to recall seeing a book called "Windows File Formats" which
may have been written by Tom Swan (if so, your're in luck because he's
one of the best tech writers around).
There was also a very good series of articles in PC Magazine last year
regarding bitmap files. It's probably on their CD.
I hope this helps a little. (Sorry I can't offer any help on .gif and .fli).
