  7.           POSIX.0: The Guide to Open Systems

  9.           Kevin  Lewis  <klewis@gucci.enet.dec.com>   reports  on  the
  10.           January 13-17, 1992 meeting in Irvine, CA:

  12.           The  POSIX.0 working  group  adjourned the  October  meeting
  13.           wondering what the mock ballot would yield.  This ponderance
  14.           was focused not  only on the size of the return, but also on
  15.           whether there were  any hidden or significant issues lurking
  16.           in the darkness.

  18.           Twenty six mock  ballot responses were received: 13 users, 9
  19.           producers,  and  4   general  interest  participants.   This
  20.           reflects  a   healthy   balance.   In   total,  there   were
  21.           approximately 760 objections/comments.  Some ballots covered
  22.           specific sections, while others addressed the entire guide.
  23.           It appears that  the issue of ``public specifications'' that
  24.           has been  lurking  around in other  venues has arisen  here.
  25.           For those of  you not familiar  with this, I  can not do  it
  26.           justice here.  Suffice  it to say  that it involves  the use
  27.           within public  procurements of  specifications that are  not
  28.           currently in  the  formal standards  process but which  have
  29.           widespread industry use and acceptance.

  31.           POSIX.0 feels that  such specifications are acceptable under
  32.           specific conditions  which include consensus,  availability,
  33.           lack of encumbrances,  and proper documentation.   (There is
  34.           much, much more  to this, so get a copy of the guide or call
  35.           someone in POSIX.0 if you are interested or concerned.)

  37.           The decision  was  made in  January to  move forward on  the
  38.           formal ballot.  POSIX.0  has notified the  IEEE and a letter
  39.           forming the formal  ballot group will  go out in  the March-
  40.           April time frame.  The goal is to begin the formal ballot in
  41.           July 92.  In  parallel, POSIX.0 will be submitting the guide
  42.           to the international  standards community in order to obtain
  43.           review and comment  and to prepare  the way for it as an ISO
  44.           Technical Report.
