- for online 1003.2-draft access. For me, the whole point of online access
- is hassle-free access to selected* small pieces of the draft. Neither I
- nor my employer has any budget for this whatsoever. My attention to
- regular expressions and awk -- small areas, but ones where I think I have
- made significant contributions to the quality of the final result -- is
- possible only because no significant cash expense is incurred.

- requires careful attention to several sections that superficially have
- nothing to do with regular expressions. One of the most valuable
- aspects of online access was being able to chase down cross-references

- I suggest that the greatest value of online access is not as a more
- convenient way to serve the same population, but as a way to get more
- people involved and thus produce higher-quality standards. This will
- not happen if costs are such that management approval and explicit
- budgeting are necessary. Online access can be a way to distribute
- the same old stuff to the same old people at the same old cost-recovery
- prices, or it can be an *investment* in better standards through wider
- and easier participation.
