  3. POSIX.1 ignored HW flow control for several reasons:

  5.     1) No-one asked (loud enough to be heard, anyway).
  6.  
  7.     2) There is no de-facto standard, and the pressure wasn't
  8.        there to invent.
  9.  
  10.     3) It's unclear (at least to me) what the API to that might be.
  11.        (Wouldn't it all be in the wiring of the connector cable?)
  12.        Maybe not, but if it is then it's out of scope because
  13.        that's a HW (in this case EIA) standard.  The most POSIX
  14.        could talk about is the API.
