- The P1003.9 ("FORTRAN Language Bindings to POSIX") working group is
- nearing its first ballot, with ballot-group formation about to begin.
- We hope to have a large and diverse ballot group, and encourage all
- interested parties to participate, so please also inform other
- colleagues of this activity.

- The basis for this language binding work is the published IEEE Standard
- 1003.1-1988, which has been accepted as FIPS standard 151-1, recognized
- as an American National Standard by ANSI, and adopted as ISO Standard 9945-1.
- All forthcoming POSIX standards, including this FORTRAN binding, are
- targeted for these same standards bodies.

- The IEEE Standard 1003.1-1988 presents both the POSIX kernel functionality
- and the C language binding to that functionality. It has been the task
- of the FORTRAN language binding committee to develop a standard interface
- from the FORTRAN 77 language to the functionality provided in 1003.1.
- The working group has accomplished this goal by developing a methodology
- for providing access to all essential functionality from FORTRAN 77,
- and has applied this methodology to produce a consistent set of interfaces.
- Efforts have been made to incorporate current "common practice" where
- appropriate, but yet specify only the minimum set of interfaces necessary
- to effectively use the FORTRAN 77 language in a POSIX environment.

- Although membership in the IEEE or the IEEE Computer Society is required
- to be an official member of the ballot group, we will also accept ballots
- from non-members (as "Parties of Interest") and devote equal attention to
- the treatment of such ballots. Appropriate IEEE membership forms can be
- obtained from the IEEE offices or directly from me; personal contact
- information is given below.

- The ballot-group invitation form must be received by the IEEE office
- no later than November 2, 1990, so please act as soon as possible.
