  3. One obvious (if a little wishy-washy) solution is to not specify
  4. whether the namespaces are the same.  That is, applications are
  5. required to use a valid path, and have to be prepared for things like
  6. unwritable directories, but implementations are not required to check
  7. for those things.

  9. This makes sense in light of the fact that there seems to be a general
  10. lack of consensus about which is best.  Even though there is existing
  11. practice for both ways of doing things, it may be premature to
  12. standardize either behavior now.
